When does BuildSmartTM provide inspections?

BuildSmartTM provides inspections at different times during the construction process, including:

  • initial
  • midpoint and
  • final construction.

Before the inspection

Before any inspection is conducted, BuildSmartTM program participants must:

  • provide any documents required for the inspection and
  • pay the required service option fees.

Initial inspection

The initial inspection occurs at the beginning of the construction process. The table below describes the process for the initial inspection.

Stage

Description

Program participant submits to FPL:

  • information needed to perform the EPI test and
  • floor
  • elevation and
  • site plans.

FPL:

  • conducts the EPI test and
  • determines if the home meets BuildSmartTM criteria.

Program participant decides to:

  • continue with the BuildSmartTM program or
  • purchase the EPI test results from FPL.

Mid-point inspection

The mid-point inspection is conducted only if the program participant has subscribed to FPL's Premium Level of service. FPL should be notified if temporary power is available.

Scheduling

The inspection should be scheduled:

  • after the installation of air conditioning duct work and
  • before the installation of
    • drywall and
    • ceiling insulation (if possible).

Process

The table below describes the mid-point inspection process.

Program participant schedules the inspection with FPL.

FPL conducts the inspection, including:

  • duct system air tightness
  • air and thermal barriers
  • glass, floor and wall area
    • orientations
    • framing and
    • overhang lengths.

3

FPL informs the participant of program findings and recommends improvements where possible.

Final inspection

Final inspection occurs when the house is ready for occupancy.

Scheduling

Program participants should notify FPL that they want the final inspection immediately before the certificate of occupancy is issued.

Process

The table below describes the final inspection process.

Program participant schedules the inspection with FPL.

FPL conducts the inspection, including:

  • duct system air tightness
  • glass, floor and wall area
    • orientations
    • framing and
    • overhang lengths, and
  • mechanical equipment verification, including
    • heating and cooling systems, and
    • water heating system.

3

FPL:

  • certifies credits available in the State Energy Code
  • conducts the final EPI test and
  • provides BuildSmartTM certification.
