General Questions Common To All The Rebate Programs

What are the new solar programs FPL is implementing?
FPL is offering a set of six solar programs to spur clean energy investment in our state, plus one renewable research program. Rebates are available for installations of new photovoltaic (PV) systems (which convert sunlight directly into electricity) and solar water heating systems (which collect sunlight to heat water) in homes and businesses. The rebates are part of a five-year program authorized by the Florida Public Service Commission (PSC). Rebate funds are limited, and will be accepted on a first-come-first-served basis.

The six programs are:
  • Residential Solar Water Heating – Customers may get a one-time rebate of $1,000 for installing a solar water heating system.
  • Residential PV – Customers may get a one-time rebate of $2 per watt of the DC rating of the solar panels, up to $20,000.
  • Solar Water Heating Low-Income New Construction Program – A partnership with not-for-profit low-income-housing builders to install solar water heaters in low-income housing units. FPL will provide the full installation cost per premise.*
  • Business Solar Water Heating – A variable one-time rebate based on the size of the system installed, up to a maximum of $50,000 per premise* during the life of the program. Customers with multiple premises* can receive a maximum combined rebate for their premises* of up to $150,000 per funding year.
  • Business Photovoltaic (PV) – A variable one-time rebate depending on the DC rating of the solar panels, up to a maximum of $50,000 per  premise* during the life of the program. Customers with multiple premises* can receive a maximum combined rebate for their premises* of up to $150,000 per funding year.
  • Solar for Schools – FPL will install solar PV arrays on public schools as both an energy-producing program for schools and educational program for kids.
  • Renewable Research and Demonstration – A program that allows FPL to conduct a series of demonstration and renewable technology research projects to increase awareness of solar technologies and to understand and quantify the energy effectiveness of emerging renewable technologies and their applications.

Who is eligible to apply for these rebates?
The new solar rebates are available to all existing FPL customers. The rebates are not available for solar systems that are already installed. Applicants must be current account holders of the premise* where the solar system is being installed. School districts may apply for the Solar for Schools program. Not-for-profit low-income-housing builders can work directly with FPL to participate in the Solar Water Heating Low-Income New Construction Program.
How will FPL decide who is approved?
FPL will take online applications on a first-come, first-served basis and evaluate them based on their conformance with the applicable program standards and requirements. Applications that meet the applicable program standards and requirements will receive "reservations" for rebates until FPL reaches the funding limit for each rebate program. The reservation is not a guarantee of a rebate payment, but rather that funds have been reserved for that applicant. Actual payment will depend upon final verification by FPL that the installed system and all associated documents meet the applicable program standards and requirements.
Is FPL targeting specific regions for these rebates?
No, we are not targeting any particular regions for investment. Customers throughout our service territory are invited to apply.
What are the benefits to me if I install a solar system?
There are many benefits of solar power, including lowering your electricity usage billed by FPL and helping the environment by making your own clean energy. (Please note: Customers should choose products and contractors carefully, given the many variables and significant investments involved. The customer is solely responsible for selecting, hiring and managing the contractor who will install the eligible solar products. FPL bears no responsibility for the quality or performance of any products or contractors chosen by the customer.)
Exactly how much money will I save?
Your savings will depend on several variables, including weather patterns; the size and energy usage of your home or business; and the type of system you install. Solar water heaters can save residential and business customers up to 85% of their electric water-heating costs, according to the Florida Solar Energy Center (FSEC). Estimated savings for PV systems require a calculation that is specific to your premise.* For both kinds of systems, monthly savings could be low, and it could take several years to break even on your investment depending on the type, usage and cost of your system. However, many people gain satisfaction from knowing they are saving money while aiding the environment.
What's the average output of a solar PV system? How much will this reduce my electricity demand?
There is so much variety in the marketplace that this question is hard to answer in a simple way. The exact answer depends on variables such as the size and type of system you choose, the weather, and the orientation of your roof.

Solar PV panels are assigned a rating in watts based on the maximum power they can produce under ideal conditions. In sunny climates such as Florida's, a solar panel rated at 1-kilowatt DC of electricity will produce approximately 1,350 kilowatt hours per year (about 110 kWh/month). Multiple panels can be combined to create an array that generates even more energy. The extent to which these systems offset your electricity demand depends on the amount of sunlight received and the size and efficiency of the system. Many solar vendors now sell packaged systems in the range of 2 to 10 kilowatts for homes and 2 to 2,000 kW for businesses.

Solar vendors and installers can advise you on the type of systems that are best for your property, and how much they might save. Customers should choose products and contractors carefully, given the many variables and significant investments involved. FPL bears no responsibility for the quality or performance of any products or contractors chosen by the customer.
What size solar water heating system should I have?
In order to determine the size for your solar water heating system, you'll need to determine the total collector area and storage volume to meet your household's hot water needs. According to the Florida Solar Energy Center (FSEC), a rough rule of thumb is to have 10-square-feet of collector area per person, and 20 gallons of water storage per person. For example, a family of four would typically get a 40-square-feet collector area and total tank storage of 80 gallons.

Solar vendors and installers who you hire can advise you on the type of systems that are best for your property, and how much they might save. Customers should choose products and contractors carefully, given the many variables and significant investments involved. The customer is solely responsible for selecting, hiring and managing the contractor who will install the eligible solar products. FPL bears no responsibility for the quality or performance of any products or contractors chosen by the customer.
Can I receive a tax credit for installing solar?
You may be eligible for a federal- or state-sponsored tax incentive, so you may want to consult with a qualified tax adviser and/or state and federal tax authorities. FPL does not offer tax information or advice.
How can I find out the requirements to qualify for a rebate?
The specific program standards and requirements are different for each type of rebate. Please refer to the standards document and application checklist for each rebate program - found on www.FPL.com/solarrebates.
How much funding is available? How many projects will you approve each year?
FPL will approve as many applications as possible up to the funding limits for each rebate program in each funding year. FPL is authorized by the Florida Public Service Commission to spend a total of $15.5 million per year on these new solar rebate programs -- enough to support thousands of homes and hundreds of businesses.
How did you allocate the amount for each specific program? Can you adjust that based on demand?
The annual amount of energy-conservation funding that Florida utilities can allocate to their respective solar pilot projects was determined by the Florida Public Service Commission. FPL distributes the $15.5 million allocated for each year of the program across its seven programs, based on a number of factors including the intent to ensure funding benefits to as wide a customer audience as possible across all of the programs. We monitor the utilization of the funds and reallocate based on demand.
What will happen when FPL reaches the annual funding limit for each rebate program? Will you keep a waiting list?
When FPL has issued enough reservations to meet the annual funding limit in a given rebate program, it will suspend issuing reservations in that program. FPL will not maintain a waiting list for future participation, as program requirements and customer circumstances may change from year to year.
Can I get rebates for both PV and solar water heating at the same premise*?
Yes. Residential customers may receive one rebate from each of the two residential programs per home over the five-year period. Business customers may receive one rebate from each of the two business programs per premise* over the five-year period.
Can I get more than one rebate for investing in multiple systems or multiple properties?
Yes. Both residential and business customers may receive rebates for multiple properties.
How do I apply? How does the process work?
Customers who are interested in receiving a solar rebate should take three steps as soon as possible:
  1. Get informed
Go to www.FPL.com/solarrebates, review the program standards and requirements and download the application checklist for any specific program that interests you.

  2. Meet with licensed contractors
Identify one or more licensed contractors of your choice and schedule meetings to discuss your options as soon as possible.

  3. Get ready
Complete all fields on the application checklist, register on FPL.com and be ready to apply online during the next rebate cycle. Be prepared to enter every item on the checklist into the online application.

You will need detailed information, such as the specifications of the system being installed, in order to submit the application. Be ready to submit an online application to FPL using the information you have gathered during the next rebate cycle.

While funds last, customers whose applications meet all program standards and requirements will receive a “reservation” for a rebate. FPL will send the reservation notice -- and all notices under this program -- to the email address provided by the customer.

Customers whose applications do not meet all requirements will be notified of deficiencies within three business days and may have a chance to fix and re-submit the application.

A rebate reservation is not a guarantee of a rebate payment, but rather that funds have been “reserved” for that applicant. The actual rebate payment will depend upon final verification by FPL that the installed system and all associated documents have been completed and meet the applicable program standards and requirements.

The specific program standards and requirements are different for each type of rebate. Please refer to the standards and checklist for each rebate program – found on www.FPL.com/solarrebates before you start to apply.

We expect strong demand for a limited amount of funds, so the application window may be open for only a brief period of time. Residential and business customers who have studied their options and gathered all the necessary information will be in the best position to secure rebates.
Is there an application fee to apply for a rebate?
No, there is no application fee for these rebates. However, there is a fee associated with the FPL Net Metering Interconnection Agreement for tiers 2 and 3, or systems larger than 11.77 kW DC, which is required for the Residential PV and Business PV rebate programs. For more information on net metering, please visit www.FPL.com/netmetering.
I am not receiving any emails from FPL about my rebate application. What can I do?
All program notices are sent to the email address provided in your application. You may want to check your "junk" or "spam" folder in your email program. If this does not resolve the problem, please send us an email at SolarWHSupport@fpl.com or SolarPVSupport@fpl.com, including your name, complete mailing address, current email address, and the date and time you applied for a rebate. We will respond to you within three business days.
How long do I have to complete the installation once I receive a reservation?
In order to receive a rebate, residential customers must ensure all work is completed and submit final documentation to FPL by email or mail within 90 days of FPL's reservation notice. Business customers will have 120 days, given the larger scale and greater degree of customization of most business installations. Within those timeframes, customers must complete the system installation; obtain an approved final inspection by the local authority having jurisdiction; and submit all FPL-required documents to FPL. The required documentation is spelled out in the application checklist.
What happens if FPL does not approve of the installed system?
The customer will have 30 calendar days from the date of FPL's notice of deficiencies to make any corrections. Extensions may be granted on a case-by-case basis, at FPL's sole discretion.
How do I actually receive the rebate? Does it come directly to me or through the contractor?
Once the system is installed and FPL has received and approved all required documentation (all in accordance with the applicable program standards and requirements), FPL will mail the rebate check to the customer. The check will be made out to the customer of record at the installation address and mailed to that customer's mailing address that was provided in the application.
How long will it take to receive my rebate once FPL has confirmed the project is completed?
Customers will receive the check approximately six to eight weeks after FPL notifies the customer by email that all applicable program standards and requirements have been met.
How can I find out if my home or business is a good candidate for a solar PV or solar water heating system?
Ideal sites have a south-facing roof or lot with no shading or obstructions. East and west exposure might also be adequate, but you should check with the licensed contractor who you hired to see if it could work for you. Solar PV and water heating systems typically have a 20-year life, so you should note the possibility of trees or buildings that could block the sun in the future. Even partial shading can significantly reduce the performance of a PV system. We encourage you to do some independent research and speak with licensed solar installers to determine if solar is a good choice for your home or business and if so, which system fits your needs best.
How do I choose a solar installer?
Customers should choose products and contractors carefully, given the many variables involved. The decision to select, hire and the management of the contractor that will install the eligible products is the customer’s sole responsibility. FPL bears no responsibility for the quality or performance of any products or contractors chosen by the customer. There are many installers in Florida with varying levels of capability and experience. Please check to make sure the contractor you select meets all applicable licensing and building code requirements. Qualifications that you may want to consider when choosing your contractor include, years of experience, making sure they have the appropriate license and experience for this type of work, confirming they maintain insurance that covers their work, inquiring about warranties, checking Better Business Bureau reviews, and requesting customer testimonials. You may also use the following sites and/or local directories to assist you in researching installers in your area; however, it is important to note that FPL does not endorse any of these websites, endorse or recommend any individual installers that may be listed therein for any of its programs, nor does FPL bear any responsibility for the quality or performance of any products or contractors chosen or hired by the customer:

You may verify whether a contractor is licensed by visiting www.myfloridalicense.com, or by calling the Florida Department of Business and Professional Regulation at (850) 487-1395, or by contacting your local building department.
What kinds of solar PV and water heater systems are eligible for rebates?
The contractor you choose to hire will be able to recommend a system that meets the following certifications:
  • Solar water heaters: All solar water heating systems must be approved and certified by the Florida Solar Energy Center (FSEC) and have an FSEC system certification number.

  • Solar PV: All PV system components must be tested and listed by a nationally recognized testing and certification laboratory for continuous interactive operation with an electric distribution system in compliance with the applicable codes and standards of IEEE 1547, IEEE 1547.1, and UL 1741.

  • Please note: Customers should choose products and contractors carefully, given the many variables and significant investments involved. The customer is solely responsible for selecting, hiring and managing the contractor who will install the eligible solar products. FPL bears no responsibility for the quality or performance of any products or contractors chosen by the customer.
How much should a system cost?
There are many variables involved. FPL recommends you do some independent research and shop around to find the value combination that's right for you.
Are both roof-mounted and ground-mounted systems eligible?
Yes. Both roof-mounted and ground-mounted systems are eligible for the FPL rebate. However, your homeowners association or municipality may have covenants regarding such installations. Please check your local rules and regulations before making any plans.
How will I know if the panels are installed correctly?
The surest way is to use a licensed, experienced contractor who provides a warranty for the installation. To optimize energy production, the system must be installed at specific angles relative to the south and to the horizon, referred to as "azimuth" and "tilt." This information, along with other technical information, must be documented in your application. Once again, customers should choose products and contractors carefully, given the many variables and significant investments involved. The customer is solely responsible for selecting, hiring and managing the contractor who will install the eligible solar products. FPL bears no responsibility for the quality or performance of any products or contractors chosen by the customer.
Can I install the system myself?
FPL requires that the installer be a licensed contractor. This ensures that systems are installed safely and consistent with applicable laws, rules and regulations. If you're a contractor with the appropriate license, you may install the system yourself. Self-installation is also allowed for government customers.
Can I "net meter" under this program? In other words, can I get credit from FPL for any excess electricity that I generate and lower my electricity bill?
Yes, residential and business customers with photovoltaic (PV) systems must net meter. To be eligible, the system must be connected properly so that electricity can flow in both directions and your electric meter can calculate the net impact on your bill. Please visit www.FPL.com/netmetering for more details.
Is my system eligible for a rebate if I installed it before applying for a FPL rebate reservation?
Sorry, no. Rebates must be reserved via an online application before any system installation begins. Any system components installed prior to FPL's issuance of a rebate reservation will not qualify for the rebate.
Can I qualify for a rebate by adding panels to my existing PV system?
In order to qualify for a rebate, you must install a new system, including a new inverter and new panels. Adding panels to an existing inverter will not qualify for a rebate.
What if I've signed a contract for a solar installation but haven't yet installed it? Does that qualify for a rebate?
Yes. To qualify for a rebate, the date of issuance of the building permit and installation must begin after FPL has accepted the customer's application and provided a reservation number. However, having a contract or order in place before the application date does not disqualify you.
Can I still have a smart meter if I install a photovoltaic system?
Unfortunately, all customers who install a photovoltaic system at their home or business are ineligible for a smart meter at this time due to net metering requirements. We are currently testing a smart meter for net metering and look forward to providing smart meters to customers with PV systems in the future.
Can I apply for a rebate for a premise that is still under construction?
No. With the exception of the Solar Water Heating Low-Income New Construction Program, rebates are only available for existing premises. The date of the Certificate of Occupancy for the premise must be before your rebate reservation date.

*A premise is defined as a dwelling or business under the control of a single customer where electric utility service terminates. Separate buildings and adjoining buildings in a group of buildings, which have separate FPL electric service, and contain separate dwellings or businesses, are separate premises.

Questions About the Standby List

Why are you releasing all of the rebate funds in October?
By releasing all of the rebate funds in October, more money is available to customers at the start of the program year. We also incorporated a limited "standby list" to account for anticipated cancelled reservations. Now, customers do not have to wait until the spring to apply for a second major release of rebate funds.
How does the "standby list" work?
We're always looking at ways to optimize our program and make adjustments as necessary. In preparation for the 2013 rebate funds release, we met with and gathered input from major solar contractors, and we incorporated their recommendation of having a limited "standby list" for customers who do not initially receive a reservation. Should funds become available due to cancelled reservations, customers on the standby list will be contacted by FPL to receive a reservation in the order of which applications were received.
If I don't get on the "standby list," when is the next time I will be able to apply for an FPL solar rebate?
Next October. There will not be another major release of funds during the funding year. FPL will have only one application period, which will fall in October each year.
How did you determine the amount of funds available for the "standby list"?
The amount of funds available for the standby list is based on the number of cancelled reservations that we've seen in previous funding years. The funding for the standby list is limited to what we believe is a realistic amount of funds that will be reallocated.

Solar for Schools

Note: Also see the "General questions common to all the rebate programs"
What is the Solar for Schools pilot program?
FPL will install solar photovoltaic (PV) arrays on public schools as both an energy-producing program for schools and educational program for kids.
Is my school eligible to participate in the program? How do we apply?
FPL plans to install at least one solar photovoltaic system in each of the 28 school districts within FPL’s service territory. All schools in FPL’s service territory are eligible, but each school district will select the school within its district and submit applications to FPL. For additional questions, school officials may contact your FPL accounts manager or email SolarSchoolsSupport@FPL.com
What is included in this program?
FPL will be installing solar electric panels, mounting hardware, grid-interactive electric inverter(s), optional battery systems, associated equipment, and an on-line data acquisition system to be used by the schools in their renewable energy education curriculum. Each school also will receive teacher training, educational materials and technical assistance on the operation of the solar photovoltaic system.
Are there any other requirements?
The school district must provide a sufficiently sized, accessible unshaded area to accommodate the solar photovoltaic system.

The participating school must have, and be required to maintain, a science teacher at that school who is trained to present curriculum related to the photovoltaic installation.

Prior to the installation of the solar photovoltaic system, the school district must submit an application and a Net Metering Interconnection Agreement as per Rule 25-6.065, Net Metering of Customer-owned Renewable Generation 2 (Interconnection Agreement).

The school district must partner with FPL to select and approve the specific schools and commit to facilitating the installation of the solar photovoltaic system within the funding year. The school must supply an Internet connection to provide monitoring information to the classrooms, the school district and FPL.

FPL will own, operate and maintain the photovoltaic system for the first five years following installation. Following installation, FPL will provide each school with copies of applicable warranties, system design schematics, manuals, maintenance instructions, and provide basic instructions on the operation of the system. At the end of the five-year period, FPL will transfer ownership and the operation and maintenance of the solar photovoltaic system to the school district.

For Contractors

Note: Also see the "General questions common to all the rebate programs"
How can contractors become involved in the program?
Contractors may assist their customers with selecting the appropriate system for their premise.* All installations under this program must be completed by a licensed contractor who meets all applicable licensing and building code requirements of the State of Florida and local governmental authorities where the work is being performed. Recognizing the high level of interest in this program, FPL will be scheduling informational meetings for the public in various communities throughout our territory in early June.
How can I let my customers know about this rebate program?
The specific program standards and requirements are different for each type of rebate. Please refer to the program standards document and application checklist for each rebate program, found on www.FPL.com/solarrebates. Contractors may work with their customers to ensure the customer has all of the information on the application checklist and is ready to apply for the rebate program.

We expect strong demand for a limited amount of funds, so the application window may be open for only a brief period of time. Residential and business customers who have read the program standards and requirements on FPL.com and who have spoken to a licensed contractor will be in the best position to secure rebates.
How do I get my name on the contractors list for the program?
This is a customer-driven program and FPL does not maintain a list of contractors for the solar rebate programs.
What kinds of solar PV and water-heater systems are eligible for rebates?
  • Solar water heaters: All solar water heating systems must be approved and certified by the Florida Solar Energy Center (FSEC) and have an FSEC system certification number.
  • Solar PV: All PV system components must be tested and listed by a nationally recognized testing and certification laboratory for continuous interactive operation with an electric distribution system in compliance with the applicable codes and standards of IEEE 1547, IEEE 1547.1, and UL 1741.
  • FPL bears no responsibility for the quality or performance of any products or contractors chosen by the customer.
Are there other program requirements for contractors?
All installations must comply with any and all local, state and federal laws, rules, regulations, statutes, codes, ordinances, and accepted engineering practices.

System installation must not begin until FPL's approval of a customer's application is confirmed by the customer's receipt of a reservation number. FPL will send the reservation notice to the email address provided by the customer. For more details on the application process, see the "General questions common to all the rebate programs," above.
How long do I have to complete the installation once my client receives a reservation?
In order to receive a rebate, residential customers must ensure all work is completed and submit final documentation (all in accordance with the program standards and requirements) to FPL within 90 days of receiving FPL's reservation notice. Business customers will have 120 days, given the larger scale and greater degree of customization of most business installations. Within those timeframes, customers must complete the system installation; obtain an approved final inspection by the local authority having jurisdiction; and submit all FPL-required documents to FPL.
Can my clients receive a rebate for a system I installed for them before June 2011?
Sorry, no. To qualify for a rebate, the date of issuance of the building permit and installation must begin after FPL has accepted the customer’s application and provided a reservation number.
