Case study: Power resilience for uninterrupted patient care

A large acute care hospital serving a rural region sought additional on-site resilience to support critical clinical operations. To strengthen continuity planning, the facility worked with FPL’s On-Site Power Solutions team in 2020 to deploy a utility-managed, multi-megawatt paralleled diesel generator system.

In 2024, as Hurricane Milton approached and threatened severe weather conditions, the hospital requested an early, controlled transfer to the backup power system to ensure seamless continuity of care. The generator’s closed-transition and continuous-parallel capabilities enabled whole-campus coverage with smooth, automatic transfers, allowing the hospital to operate securely and without interruption throughout the event.

Frequently asked questions

What is the difference between regulated and non-regulated generator management companies?

As a regulated service, FPL’s OSPS places the monthly system cost directly on the customer’s utility bill, with program pricing and structure reviewed by the Florida Public Service Commission. This structure allows qualifying customers—particularly governmental entities—to fund the service through existing budgets while relying on FPL to manage procurement and supply chain activities.

What is the cost of the OSPS generator system?

FPL’s OSPS is offered as a fixed monthly service fee that begins only after the backup power system has been fully installed, tested, and placed into service. Depending on credit review, customers may have little to no upfront cost.

Does FPL’s OSPS only provide generators, or can UPS modules and surge protection be included, too?

OSPS can provide a range of backup power and power-conditioning solutions, not just generators.

Backup power options may include:

  • Diesel or natural gas standby generators
  • Battery storage systems (non-prime backup applications)

Power-conditioning solutions may include:

  • UPS systems (from ~12 kW to several megawatts)
  • Surge protection and lightning protection devices
  • Other equipment that helps maintain stable, clean electrical power

To ensure full system integration, OSPS can also provide the necessary supporting infrastructure, such as parallel switchgear, automatic transfer switches, controls and cabling. All components are designed to work seamlessly with your existing electrical system.

What is covered in the equipment maintenance, and how does OSPS make sure the system works?

The service agreement, which is tailored to each customer’s needs, makes FPL’s OSPS responsible for managing all maintenance activities, including vendor coordination. If a vendor becomes unavailable or performance declines during the contract term, FPL will leverage its supply chain and significant vendor network to ensure service continuity. The customer’s monthly fee remains fixed throughout the contract term.

FPL also manages all environmental permitting requirements, such as:

  • Fuel tank registrations
  • Spill Prevention, Control, and Countermeasure (SPCC) plans
  • Applicable state and local air permits

FPL OSPS conducts regular testing, inspections and preventative maintenance to ensure the system performs reliably when needed.
